Portsmouth community contacts: councils, libraries and local support

Practical starting points for residents seeking public services, volunteering, community activities or help finding the right organisation.

Start with Portsmouth City Council

Portsmouth City Council is the unitary authority for the city, covering services such as waste collections, housing, schools, libraries and local roads. That includes Portsmouth’s mainland neighbourhoods as well as those on Portsea Island.

Gosport and Havant have separate councils. If a business or organisation serves the wider area, that does not change which authority handles your household’s request. Use your postcode to find the right council and its official service page.

A useful starting point when you are unsure

HIVE Portsmouth connects residents, voluntary groups and local organisations. Its community helpdesk is based at Portsmouth Central Library and can help people find an appropriate source of support when they do not know where to begin.

Check the charity’s current contact and visiting arrangements before travelling. Explain the type of help you need, but avoid sending confidential medical, financial or case documents through a general directory message.

Libraries and neighbourhood activities

Libraries can be a useful local base for information, activities and access to services. Use the council’s library pages to find the branch closest to you, rather than assuming every session happens at the Central Library.

Community centres, places of worship, sports clubs and arts venues provide other ways to meet people. Ask whether an activity is open to everyone, needs booking or has membership and age requirements. A room-hire listing alone does not establish an open drop-in session.

Get involved through volunteering

HIVE supports volunteering as well as people looking for help. Its current opportunities can be a starting point for finding a role that suits your interests, availability and practical needs.

Shaping Portsmouth also brings businesses, education and community organisations together through local programmes. Check the purpose and commitments of a programme before joining; a professional network and a personal support service have different roles.

Use the right route for urgent help

This independently published directory introduces organisations; it does not monitor emergencies or provide personal case advice. Use the service’s own contact route when you need a response.

For a life-threatening emergency, call 999. NHS 111 provides urgent medical advice when you need help and are unsure what to do. For routine enquiries, contact the relevant organisation directly and check its current arrangements.
